The University of Connecticut invites nominations and applications for the position of Vice President and Chief Financial Officer.

The University of Connecticut is the state's flagship institution of higher learning.  Founded in 1881, the University of Connecticut has grown to include 10 Schools and Colleges at its main campus in Storrs, separate Schools of Law and Social Work in Hartford, five regional campuses throughout the state and Schools of Medicine and Dentistry at the UConn Health Center in Farmington. UConn is a Land Grant and Sea Grant College and a Space Grant Consortium institution. The University spans 4,104 acres at its main campus and five regional campuses, and an additional 162 acres at the UConn Health Center in Farmington. The Vice President and Chief Financial Officer reports to the President  and works closely with the Provost and Executive Vice President for Academic Affairs and the other Vice Presidents in the development and management of the institution’s budget,   oversees and coordinates capital and operating budget development, monitoring and reporting; develops financial policy and plans; serves as point of contact for external agencies and partners on financial matters; acts as the President’s representative on financial health and stability of the University.  The senior financial officers charged with budget oversight and coordination at the Storrs-based programs and the Health Center (Farmington) report to the Vice President and Chief Financial Officer.

The University seeks the following in candidates: a dynamic, high energy finance executive who can think strategically,  with proven leadership skills in complex organizations; a leader with superior interpersonal and communication skills who is comfortable and effective with internal university audiences as well as external entities (legislative bodies, centralized government agencies); an individual  with the proven ability to build and lead effective, diverse management teams; proven success at working in a collective bargaining environment.  A minimum of ten years of executive level financial and management experience and an MBA or other relevant advanced finance, accounting or related degree from an accredited college or university are required. An equivalent combination of credentials and/or experience may also be considered.

Demonstrated ability to work in a shared governance environment and experience with and knowledge of higher education and academic health center financial management desirable.

Associate Director (USP III)
Budget Office

The University of Connecticut’s Budget Office is seeking applicants for the position of Associate Budget Director.  Under the general direction of the Budget Director, this position is responsible for assisting with management of the Budget Office and supporting the University’s mission by providing quality financial, business and administrative services.  Responsibilities include:  developing the University’s annual budget; assisting the Budget Director in establishing, implementing and evaluating short and long range organizational goals, objectives, policies and operating procedures to assure compliance with sound budgeting/accounting standards and applicable policies, regulations and laws; developing and instituting fiscal or budgetary policy; managing the day-to-day operations of the Budget Office and ensuring compliance with policies, procedures, regulations and statutes; determining staffing needs; recruiting, training and evaluating staff and resolving management and personnel issues; providing options, analysis and scenarios required for University wide planning including collective bargaining agreement negotiations; coordinating the preparation of the University’s agency budget for the Department of Higher Education and Office of Policy and Management; serving as a resource and responding to inquiries regarding State and University policies and procedures and performing related duties as required.

Minimum Qualifications:  Master's degree in Public Administration, Business or related field; ten or more years of progressively responsible budget/financial experience in a higher education or non-profit environment with a proven record of advanced financial skills; strong financial systems background with proven experience with financial reporting systems and computer applications such as Brio, Focus, Word, Excel and Access including ability to utilize and evaluate financial systems; understanding and demonstrated working knowledge of NACUBO (the National Association of College and University Business Officers), General Accounting Standards Board’s (GASB) and the Financial Accounting Standards Board’s (FASB) general accounting; ability to develop accounting/budgeting policies and priorities within established guidelines and manage and evaluate accounting/budgeting projects; demonstrated ability to supervise office staff and coordinate projects; excellent written and oral communications skills with proven ability to effectively communicate with all levels of management, government and financial officials and public constituents.  An equivalent combination of education and experience may be considered.

Deputy Fire Chief (USP II)
Fire Department
Division of Public Safety


Reporting to the University Fire Chief or other designated University official, the Deputy Fire Chief is accountable for managing fire suppression and prevention activities, code compliance inspections and enforcement, hazardous materials mitigation, crisis response, and emergency medical services at the Storrs Campus.  The Deputy Fire Chief establishes and implements policies, rules and regulations and procedures necessary for the efficient operation of the Fire Department and is responsible for the proper management, hiring, evaluation, training and promotion for all direct reports in the Fire Department.
 
As the head of Operations for the Fire Department, the Deputy Fire Chief controls all activities, including fire suppression, fire prevention, fire and building code inspection and enforcement, fire investigation, hazardous materials emergency mitigation, emergency medical services and other services as required.  The Deputy Fire Chief assists the Fire Chief in organizing and managing the administration and operations of the Fire Department and acts on behalf of the Fire Chief in his absence or during periods of unavailability; is responsible for the overall supervision and evaluation of the performance of all department employees; develops, implements and maintains suitable disaster plans to ensure quick and effective response to the needs of the University Community in the event of natural or man-made disasters; recommends to the Fire Chief long and short-range goals for the Fire Department, planning for the future needs of the University and its community; researches and recommends development efforts for the acquisition of equipment, including capitol equipment projects and the maintenance of same.  The successful candidate is expected to respond to fires or emergency scenes as necessary, and assume command as necessary; coordinate with other area fire departments, regional and statewide emergency response organizations as part of a mutual aid network to ensure timely and effective response to emergencies at the University of Connecticut; direct the preparation and maintenance of emergency services and code inspection and enforcement records and files; assist in the preparation of the department’s annual budget and control of all expenditures.  The Deputy Fire Chief must be accessible to meet with and answer questions for the public; attend state and national fire training sessions and meetings. 
 
Minimum Qualifications: Ten (10) years of fire experience that includes considerable knowledge of fire fighting, fire prevention practices, code compliance inspection and enforcement procedures, and fire investigation procedures; five (5) years experience must include work experience as a supervisor in state firefighting service or a fire service organization; considerable knowledge of emergency medical techniques and hazardous materials emergency mitigation procedures; excellent interpersonal skills including the ability to interact effectively in a culturally and ethnically diverse community; demonstrated ability to communicate effectively verbally and in written communications; considerable ability to evaluate emergency situations and develop effective courses of action to same; experience supervising and leading a staff and possession of a valid Connecticut Class D Drivers License with proof of insurability.  An equivalent combination of experience and training which provides the required knowledge, skills and abilities may be considered.

Preferred Qualifications: Bachelor's degree; State of CT Fire Marshal registration and licensure; CT or nationally recognized Emergency Medical Technician (EMT); knowledge and experience working with FireHouse software; proven ability to manage and work within a budget and to promote cost effectiveness; and experience working with MicroSoft Office applications, i.e. Word, Excel and Access.
 
Salary:  Target salary is $101,000.  Comprehensive benefit package that includes medical, dental, life insurance, pension plan, vacation, sick leave accrual and tuition waiver. 

This is a full-time permanent position with the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday.  This position may be required to work weekends and irregular hours as needed to support the demands of operations and/or emergency situations.  Candidates must possess general good health and must possess and retain sufficient strength, stamina, agility, visual and auditory acuity necessary to perform the duties of the position.  Candidates may be required to pass a physical examination.
