HURRICANE KATRINA RED CROSS VOLUNTEER EFFORTS
LEAVE OF ABSENCE PROCESS
PART ONE
- An employee must submit to his/her supervisor a written request to attend
September 21, 2005 training. (Note the September 22, 2005 training is only
for medical personnel.) The request should include information validating
current American Red Cross First Aid and CPR certification(s) and medical
credentials if any, and should also include the anticipated date(s) of training.
- Upon receipt, the supervisor considers operational needs and staff coverage
and recommends approval or denial of the request. The request is then forwarded
to the Department of Human Resource’s (HR) Leave Administrator.
- Upon receipt, the Leave Administrator will consult with supervisor/manager
to discuss request and notifies the employee of the final decision.
- If the request is approved, HR must send a message containing the following
information to debra.arrieta@ct.gov
at the Department of Homeland Security:
Names of Employees & Contact Information
List Medical Credentials, if any
Name of Agency
Name of approving Supervisors & Contact information
Name of approving HR Representative & Contact information
Training Requested (i.e., CPR, First Aid, Disaster Service Training, Health
Service Protocols)
- Employee is registered for appropriate training and advised of training
dates by Debra Arrieta.
- Employee informs supervisor and Human Resources of anticipated training
dates.
- Employee attends training on specified dates, bringing with him/her the
approval notice.
- Employee must use his/her personal accruals as applicable, to cover
absence for the training(s). This leave will be restored should the employee
be deployed to serve with the American Red Cross.
- Employee receives American Red Cross certification for the completed training.
- Employee provides HR with a copy of certification.
PART TWO
When the American Red Cross notifies employee of assignment….
- The employee provides supervisor with anticipated dates of voluntary service
and fills out the Request For Governor’s Paid Leave form. The supervisor/manager
forwards the approved paid leave request to HR’s Leave Administrator.
An employee will be paid for his/her normal workweek hours during this period
of time.
- Employee serves not more than 14 calendar days of voluntary service, in
accordance with C.G.S. Section 5-249(b).
- Employee returns to work with proof of voluntary service from the American
Red Cross. This document is forwarded to HR for inclusion in the employee’s
personnel file and a copy is given to Payroll.
- Payroll reimburses employee for Vacation, Personal Leave and/or Compensatory
Time used to attend training (under Part One).
Employees who wish to volunteer with relief efforts independent of the American
Red Cross (or any other organization as indicated in C.G.S. 5-249) may request
to do so using their own leave accruals as applicable. This includes assisting
with sorting donated items at the State Armory, for example. It is always at
the managers’ discretion whether or not such requests can be approved.
